Chicago cop Nico Toscani (Steven Seagal) is on to something big. Suspects collared in a drug raid are allowed to walk. And Nico himself is asked to turn in his badge. Synopsis: Nico Toscani (Seagal) is an ex-CIA agent now working as a vice cop in Chicago. After a drug addict tells him about a big deal going down, Nico learns that the swap actually involved a large amount of explosives and that the CIA is involved. Though ordered to stay off the case, Nico investigates further and finds that the CIA is trying to cover its ties to a drug cartel in this action-packed martial arts thriller.
